The purpose of this chapter shall be to define and authorize actions and procedures to be taken by the Village Manager, the Mayor and other officers of the village in time of public danger and emergency. Nothing herein shall be interpreted as limiting the authority of the Mayor or Village Manager to take, in time of public danger or emergency, any appropriate action which is authorized under any other provisions of the ordinances or charter of the village, the statutes or constitution of the state or the laws and constitution of the United States.
