(A) Every occupant of a structure shall dispose of all rubbish in a clean and sanitary manner by placing such rubbish in containers which enclose the material and prevent the intrusion of animals.
(B) Refrigerators. Refrigerators and similar equipment not in operation shall not be discarded without first removing the doors and properly removing the refrigerant and tagging the unit to indicate the removal.
