Any action taken by any member of the Police Department outside the village's territorial limits, if taken in pursuance of any police matter involving the village or if taken in the line of cooperation upon official police business with any of the other governmental units of Hamilton County, which action is approved or ordered by the Police Chief, or if done upon an emergency basis is subsequently ratified by the Police Chief, shall be considered an action performed in the course of employment by said member of the Police Department.
