Any owner or person in charge of property used as a cellular or wireless communications site shall maintain such property and all structures in good condition and free from trash, outdoor storage, weeds and other debris, and the Village Manager or his designee may inspect the property at any reasonable time to assure that such property is properly maintained. Any owner of a cellular or wireless communications tower shall, at least 30 days in advance, notify the Village Manager in writing of its intent to discontinue operations or service, or transfer of ownership.
