(A) Where the Planning Commission finds that as to a particular subdivision, an extraordinary hardship may result from strict compliance with any of the provisions of this chapter, it may, in writing or by minutes adopted, vary the regulations regarding a particular subdivision so that substantial justice may be done and the public interest secured; provided such variation will not have the effect of nullifying the intent and purpose of the Master Plan or this chapter.
(B) In granting variances and modifications, the Planning Commission may require such additional conditions as necessary, in its judgment, in order to secure substantially the objectives of the standards or requirements varied or modified.
