§ 154.74 PUBLIC HEARINGS.
   (A)   The Planning Commission, upon referral of such petition to change the Zoning Code or Zoning Map, shall schedule and hold a public hearing thereon after due notice, published in the same manner as provided for resolutions and ordinances by the Village Charter. Within a reasonable length of time after such public hearing, the Planning Commission shall render its report and recommendations to Council on such petition.
   (B)   Before adopting any proposed amendment to the Zoning Map or Zoning Code, whether the proposal is initiated by Council, the Planning Commission, or by petition, Council shall hold a public hearing thereon and shall give at least 14 days prior notice of the time and place of such public hearing. Such notice shall be given to those persons, and in the form and by the method, as determined by Council at the time of scheduling the public hearing.
