§ 154.63 GENERAL PROCEDURE OF BOARD; MEETINGS.
   (A)   Board rules. The Board shall have power to adopt rules and regulations for its own government, not inconsistent with law or with the provisions of this Zoning Code and of any other ordinance of the village.
   (B)   Meetings. Meetings of the Board of Appeals shall be held at the call of the chairman and at such other times as the Board may determine. The chairman, or in his absence, the acting chairman, may administer oaths and compel the attendance of witnesses.
   (C)   Hearings. Hearings of the Board shall be public. The Board shall keep minutes of its attendance, its proceedings and action taken on each question. Board records shall be filed by the Village Clerk and shall be a public record.
   (D)   Quorum. The presence of three members shall constitute a quorum.
   (E)   Voting. The Board shall act by motion, duly made and seconded. The concurring vote of three members of the Board shall be necessary to reverse any order, requirement, decision, or determination of the Building Commissioner, or to decide in favor of the applicant any matter on which it is required to pass under this Zoning Code, or to effect any variation in the requirements of this Zoning Code.
