§ 154.01 PURPOSE; PLANNING COMMISSION.
   (A)   The Council deems it necessary, for the purpose of promoting the health, safety, morals, convenience, comfort, prosperity, and general welfare of the village, to establish a zoning plan which will promote and protect home ownership, conserve property values, prevent congestion, reduce fire hazards, and direct the development of the village in accordance with an orderly plan.
   (B)   The Mayor and Council, pursuant to the provisions of the Home Rule Charter of the village, appointed a Planning Commission to:
      (1)   Recommend the boundaries of the various districts.
      (2)   Recommend appropriate regulations for the development of the village in accordance with an orderly plan.
      (3)   Review all proposals to amend or modify the Zoning Code to give reasonable consideration to the character of each district on the Zoning Map and the peculiar suitability for particular uses, to conserve the value of the buildings, to encourage the most appropriate use of land throughout the municipality and to advise Council on the best ways to promote the goals listed in division (A).
   (C)   The Mayor and Council, pursuant to the provisions of the Home Rule Charter of the village, appointed a Board of Appeals and conveyed to it the authority to grant relief from undue hardship or practical difficulty which would result from the strict application of the Zoning Code to particular cases.
