A monthly natural gas system upgrade fee will be charged by the city to all customers during times when finance costs are required to be paid by the city to finance infrastructure upgrades to its natural gas supply system. Such finance charges will include all principal, interest and related costs of financing infrastructure upgrades. To determine the monthly fee for all city natural gas customers during such times, the total monthly finance costs will be divided by the amount of natural gas (measured in thousand cubic feet or “mcf”) sold in a particular month, to determine an amount per mcf that all customers will be required to pay.
