15-705.   FRANCHISE FEE.
   A franchise fee of five percent will be applied to all other natural gas fees and charges assessed to all customers who purchase natural gas from the city. Such other fees and charges to which the franchise fee shall apply include, but are not limited to: base charges and amounts charged for natural gas consumed.
