In addition to the monthly base and consumption charges, any surcharge, purchase gas cost adjustment, or other fluctuating special charge therein called extra charge) which is billed to the city by its supplier of natural gas, in addition to the regular and ordinary contract rate for such natural gas, may be added to monthly billings and passed on to each natural gas customer of the city. The portion of the extra charge billed to each customer shall be calculated by dividing the total of such extra charges by the number of cubic feet of gas furnished by the supplier pursuant to the billing containing such extra charges, to determine the per cubic foot sum of such extra charges, and that per cubic foot sum then multiplied times the number of cubic feet used by each customer of the city on the next monthly billing after the city receives the billing of such extra charge.
