15-432.   PLUMBING LICENSE.
Anyone engaging in or desiring to engage in the business of plumbing in the city shall before obtaining a permit procure a license from the city clerk which license shall expire on the 1st  day of January, after the year in which issued. No license shall be transferable from one person to another.
