No person shall operate or halt any vehicle within the city limits in such a manner as to indicate a careless, heedless or inattentive disregard for the right or the safety of others, or in such a manner as to endanger or be likely to endanger, any person or property. Any person convicted of violating the provisions of this section shall be subject to the penalties provided in Section 201 and Section 201a of the Standard Traffic Ordinance.
