To facilitate the removal of snow, ice or other material and to assure the regular flow of traffic during a snow emergency, the following streets and public thoroughfares are designated as emergency snow routes:
(a) The portions of K-99 Highway (including intersections) which are within the city limits. (Such portions of K-99 Highway are commonly known as Missouri Street and Seventh Street.)
(b) Such other streets and thoroughfares for which permanent signs have been erected giving notice of designation of an emergency snow route.
