All monuments shall not exceed 18 inches in height, 24 inches in length and 12 inches in width for each grave site, except when one monument will be used for two grave sites, then the length cannot be over 32 inches in length. All monuments must be set on a concrete base which is four inches wider and four inches longer than the monument, and four inches thick. The concrete base must be level with the ground. Anyone erecting or setting a monument or stone in the city cemetery must confer with the cemetery superintendent prior to beginning any work thereon, and shall locate such monument or stone precisely in the location designated by the cemetery superintendent and according to the specifications above set forth.
