103.01 DIVISION INTO WARDS; DESCRIPTION OF BOUNDARIES.
   The City is hereby subdivided into four wards, which are equal in number to the members of Council who are hereafter to be elected from wards according to law. Such four wards are hereby created and established in the City, and the boundaries thereof shall be such as are hereinafter set forth, which boundaries are fixed so that each ward shall contain as nearly as practicable an equal number of inhabitants.
   The boundaries of the wards shall be as follows:
   (a)   First Ward. Beginning at the point of intersection of the centerline of Rockhill Avenue and the centerline of Broadway Street; thence in a northerly direction with the centerline of Rockhill Avenue to the point of intersection with the centerline of Main Street; thence in a westerly direction with the centerline of Main Street to the point of intersection with the corporation line and the centerline of Klinger Avenue; thence north along the corporation line and the centerline of Klinger Avenue to the intersection of the eastward extension of the south line of Lot 11840; thence west along the south line of Lot 11840 and along the corporation line to a point of intersection of the southwest corner of such lot; thence south along the corporation line and along the east line of Lots 11856, 11855, 11854, 11853, 11852, 11851 and Outlot 528 to the intersection of the center of Vine Street; thence west along the corporation line and the center of Vine Street to the southwest corner of Outlot 520; thence north along the corporation line and the west line of Outlot 520 and Lots 11895 through 11902 to a point of Lot 11902; thence in a northeasterly direction along the corporation line and along the south right of way line of State Route 62 to the intersection of the center of Johnson Avenue; thence south along the corporation line and centerline of Johnson Avenue to the point of intersection with the south right of way line of Mayfield Road;
thence in an easterly direction with the south right-of-way line of Mayfield Avenue to the point of intersection with the centerline of Rockhill Avenue and south right of way line of Mayfield Avenue; thence in a southerly direction along the centerline of Rockhill Avenue to a point in front of Lot 8100; thence in an easterly direction to the point of intersection with the east corporation line on the east property line of Outlot 111; thence south following the corporation line to the point of intersection with the southeast right of way line of Conrail Railroad and also aligning with the centerline of Vine Street; thence east to a point of intersection east of the centerline of Mahoning Avenue; thence south following the corporation line to a point of intersection of the centerline of Stanley Avenue and an alley south of Lot 34; thence in a westerly direction along the centerline of an alley south of Lot 34 to the west line of Lot 34; thence north in an alley to a point between Lots 33 and 34; thence west along Lot 33 to the centerline of Mahoning Avenue and the corporation line; thence in a southerly direction with the east corporation line to the point of intersection with the centerline of Broadway Street; thence west along the centerline of Broadway Street to the centerline of Rockhill Avenue; thence north to the place of beginning (centerlines of Main Street and Rockhill Avenue).
   (b)   Second Ward. Beginning at the point of intersection of the centerline of Rockhill Avenue and the centerline of Broadway Street; thence in an easterly direction with the centerline of Broadway Street to the point of intersection with the east corporation line; thence in a southerly direction with the east corporation line to the point of intersection with the centerline of Summit Street; thence south to a railroad spike set at the northwest corner of a tract of land now or formerly owned by G. Flickinger; thence east, along the north line of such Flickinger tract, to the east corporation; thence south along the east corporation line and along the west line of an alley to the southeast corner of Lot 2; thence east along the north line of Lot 176 to an iron pin set at the northeast corner of such lot; thence in a southerly direction along the west line of an alley to an iron pin set on the south line of Norman Street; thence east along the south right of way line of Norman Street and the property line of Lot 182 to an iron pin set at the northeast corner of such lot; thence south along the east line of Lot 182, to an iron pin set on the south line of an alley; thence east, along the south line of such alley, to an iron pin set at the northeast corner of Lot 5; thence south along the east line of Lots 5, 108 and 111 to the center of Conrail Railroad; thence northwest along the centerline of such railroad to a point of the centerline of Mahoning Avenue and the centerline of such railroad; thence in a southerly direction with the east corporation line to the point of intersection with the centerline of South Street; thence in a westerly direction with the centerline of South Street to the point of intersection of the centerline of the former L.E.A. and W.    (c)   Third Ward. Beginning at the point of intersection of the centerline of Rockhill Avenue and the centerline of Glamorgan Street; thence in an easterly direction with the centerline of Glamorgan Street; to the point of intersection with the centerline of Union Avenue; thence in a southerly direction with the centerline of Union Avenue to the point of intersection with the centerline of Milner Street; thence in an easterly direction with the centerline of Milner Street to the point of intersection with the centerline of the former L.E.A. and W. Railroad; thence in a southerly direction with the centerline of the former L.E.A. and W. Railroad to the point of intersection with the centerline of South Street; thence in an easterly direction with the centerline of South Street to the point of intersection with the east corporation line; thence in a northerly direction with the east corporation line to the point of intersection with the L.E.A. and W. Railroad; thence in an southeasterly direction with the centerline of the Cleveland Pittsburgh Railroad to the point of intersection with the east corporation line; thence southerly to an iron pin set on the west right of way line of such railroad; thence southeasterly along the west line of such railroad to an iron pin set on the south line of Auld Street; thence westerly along the south line of Auld Street to an iron pin set on the west line of the aforementioned railroad; thence southeast along the west line of the railroad to an iron pin set at the northeast corner of a tract of land now formerly owned by Whitacre Greer Fireproofing; thence west along the north line of such lands to an iron pin set; Railroad; thence in a southwesterly direction along the north right of way line of such railroad to the point of intersection of the southwest corner of Outlot 436; thence in a northerly direction with the west property line of such lot to the point of intersection of the southeast corner of Lot 11580; thence in a westerly direction to a point of intersection with the northeast corner of Lot 11937; thence in a southerly direction with the existing corporation line to the point of intersection of the southeast corner of Lot 11946 and the north right of way line of the L.E.A. and W.
