(a) No person who is the holder of a permit to sell beer or intoxicating liquor by the drink, shall allow, cause or permit at any time any screen, partition, curtain, window shade or other device of any kind whatever to be maintained or used so as to prevent a full and unobstructed view of the interior of such room from the outside thereof; nor shall any other window, door or other opening thereto have the lower sill of such window, door or other opening more than five feet above the ground.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
