(a) No person shall manufacture, possess, obtain or use Gamma Hydroxybutyrate or Ketamine Hydrochloride within the corporate limits of the City.
(b) Whoever violates this section is guilty of a misdemeanor in the first degree. Upon a finding of the court that any person did or attempted to administer the substances described in this section to another person without consent, the court shall impose a mandatory minimum jail sentence of at least thirty consecutive days which cannot be suspended.
