(a) The owner or person in charge of every animal shall be responsible for the immediate removal of any excrement or feces deposited by his or her animal or animals on public or private property, which is not owned or possessed by such person.
(b) No person being the owner or person in charge of any animal shall fail to immediately remove excrement or feces deposited by his or her animal or animals on public or private property, which is not owned or possessed by such person.
(c) Whoever violates this section is guilty of a minor misdemeanor.
