The license fee for the registration and tag, or for the issuance of a duplicate or replacement license tag or registration card shall be in an amount determined from time to time by the Director of Public Safety and Service, provided however, that the amount of such fee shall not be less than fifty cents (50¢) nor more than five dollars ($5.00) for each bicycle. License fees received by the Police Department or by any person employed by the City to issue and sell license tags shall be paid into the General Fund of the City.
