No person shall set out, plant or transplant any tree, shrub or other large perennial plants which obscure vision, hinder traffic or cause damage to streets, curbs, sidewalks or sewers, utilities and appurtenances, within any public street, alley or highway, especially, but not limited to, that portion of the street, alley or highway in the area between the street and the edge of the sidewalk commonly known as the curb lawn.
