178.09 FILING OF COMPLAINTS.
   (a)   Any person who believes that he or she has been aggrieved by an act or omission which would constitute racial, religious, ethnic, class or sex discrimination or prejudice with respect to a person or persons employed by the City of Alliance may file a complaint with the Commission on Citizen Relations.
   (b)   The complainant shall make a written statement which details the alleged unlawful practice, setting forth the facts upon which the complaint is based and setting forth the facts sufficient to enable the Commission to identify the City employee who is the subject of the complaint.
   (c)   All complaints shall be filed within thirty (30) days of the occurrence of the alleged violation. Any complaint which is the subject of a pending civil or criminal legal proceeding shall be immediately tabled until the civil or criminal proceeding is concluded.
   (d)   No complaint will be received or acted upon by the Commission unless it contains a statement that the alleged unlawful act was first presented to the appropriate supervisor or department head and the decision of the supervisor or department head shall be included in the complaint.
   (e)   Complaints filed may be voluntarily withdrawn at the request of the complainant at any time prior to the completion of the Commission’s review.
