In the performance of its functions, the Commission is empowered to research, plan and implement special events programs in the downtown area, examples of said functions may include, but are not limited to:
(a) Obtaining necessary event permits (excluding liquor permits);
(b) Contracting entertainment;
(c) Soliciting food vendors and other vendors;
(d) Coordinating with City Government to close certain streets during events;
(e) Coordinating with downtown local businesses;
(f) Researching, planning and implementing methods by which special event programs can be self funded;
(g) Fund raising activities.
