(a) The Keep America Beautiful Commission shall recommend refuse and environmental management policies to Council. The Commission shall have the following goals:
(1) Develop and recommend for adoption refuse and environmental policy plan(s); including alternatives and enforcement;
(2) Review actions of the City relevant to any such policy;
(3) Develop and recommend management and program priorities;
(4) Monitor City performance and make an annual report to Council; and
(5) Carry out such other tasks as Council may designate.
(b) The Commission may expend any funds that may from time to time be allocated by Council. The City may receive donations from the general public, business, industry, foundations and other sources for the purposes embraced by the Commission's purpose and goals. Such donations may be used solely for the payment of Commission expenses or any salary set by Council for the Executive Director.
