(a) A grievance may be filed with the Board by filing a written statement of the grievance with the City Auditor. The Auditor shall, within five days of the receipt of any such grievances file with the responsible employee, as designated by the Mayor, and provide to the members of the Board, copies of any such grievance.
(b) The Board shall meet to review and resolve any such grievance within thirty days of the date of filing of the same:
(1) The Board shall first determine if it has jurisdiction over the subject matter of the grievance.
(2) The Board, if it finds jurisdiction, may fashion a remedy which it shall recommend, in writing to the Mayor within the thirty-day review period.
(3) It shall further provide copies of any such recommendation to the Auditor, Safety-Service Director, responsible employee and Council for such action as the City shall deem necessary and advisable.
(c) The Board shall have jurisdiction only in those claims arising from the ownership, operation or control of any land or buildings by the City or any of its various other boards, commissions, agencies or other official instrumentalities.
