169.09 EXECUTIVE RESPONSIBILITY.
   The head of each department agency with the assistance of the Affirmative Action Officer will develop and initiate an immediate recruitment program to increase the number of minorities in their various departments to a level that equals or surpasses the percentage of minorities in the total City workforce. The responsibility for implementation of these programs shall lie with the Mayor, respective department directors, Civil Service Commissioners, union representatives and shall be co-ordinated by the Affirmative Action Officer.
