169.07 EMERGENCY EMPLOYMENT.
   (a)    The City, in order to meet all federal requirements will develop and immediately implement recruitment programs in each department, designed to insure that all departments have a minimum minority workforce equaling 9.3 percent. Whereas the 1970 census shows the minority workforce to be 9.3 percent of the total workforce of the City, therefore, this shall be the base goal in the implementation of the affirmative action program. A re-evaluation of workforce statistics will be conducted in the final quarter of each calendar year by the Affirmative Action Officer. This shall subsequently result in an annually adjusted base, subject to Council approval, of employment goals for the City, which reflects a more precise percentage of minorities who have entered the Municipality's general workforce.
   (b)    Those City departments whose present workforce does not represent the employee balance as annually determined by this chapter shall develop an employment policy which will achieve the aforementioned annual goal, with the assistance of the Affirmative Action Officer.
