(a) All public contracts hereinafter entered into by the City shall incorporate an equal employment opportunity clause to be approved by the City's Affirmative Action Officer, so that equal opportunity for employees and applicants for employment be offered to all persons without regard to race, color, creed, national origin or sex.
(b) It will be the policy of the Local Public Agency to provide equal opportunity in employment for all qualified persons, to prohibit discrimination in employment because of race, color, creed, national origin or sex and to promote equal employment through a positive continuing program for itself and each of its contracting agents. This policy of equal employment opportunity shall apply to every aspect of employment policies and practices in every department of the City.
