As used in this chapter:
(a) “Emergency” means any period during which the Congress of the United States, a chief executive, or a person designated in the Emergency Operations Plan has declared or proclaimed that an emergency exists.
(b) “Emergency management” includes all emergency preparedness and civil defense activities and measures, that are designed or undertaken to minimize the effects upon the civilian population that are or could be caused by any hazard and that are necessary to address mitigation, emergency preparedness, response and recovery.
(c) “Emergency preparedness” includes those activities and measures designed or undertaken in preparation for any hazard, including, but not limited to, natural disasters and hazards involving hazardous materials or radiological materials, and that will enhance the probability for preservation of life, property and the environment, and shall include the definition as set forth in Ohio R.C. 5502.21(H). For purposes of this chapter, “emergency preparedness” shall not include any activity that is the principal responsibility of the military forces of the United States.
(d) Words and phrases used in this chapter but not defined in this section shall be defined as in Ohio R.C. 5502.21.
