165.02 DUTIES OF DIRECTOR/COORDINATOR OF EMERGENCY MANAGEMENT.
   (a)   The Director/Coordinator of Emergency Management shall be responsible for directing, coordinating, planning, organizing, administering and implementing emergency preparedness and emergency management in the City, including complete and efficient communications by, between and among all the City’s personnel, facilities and resources, in cooperation with the countywide emergency management program, and subject to the direction of the Mayor.
   (b)   All actions of the Director/Coordinator of Emergency Management shall be in accordance and cooperation with the countywide emergency management program, and the agencies and programs of the State of Ohio and the United States, including the National Incident Management System.
   (c)   The Director/Coordinator of Emergency Management shall oversee the preparation and maintenance of an Emergency Operations Plan for the City, in coordination with the countywide emergency management program. The Director/Coordinator shall submit a copy of the Emergency Operations Plan and any amendments thereof to Council, as the Plan is materially updated.
   (d)   The Director/Coordinator of Emergency Management shall coordinate a comprehensive review of the Emergency Operations Plan on an annual basis, or as more frequently as may be necessary or helpful.
   (e)   The Director/Coordinator of Emergency Management shall submit to Council on an annual basis a written Emergency Management Report. The report shall include, but not be limited to, the following:
      (1)   A summary of the City’s state of emergency preparedness and emergency management.
      (2)   A summary of all major incidents during the prior year that involved the implementation of any portion of the Emergency Operations Plan.
      (3)   A summary of all emergency management exercises conducted during the prior year, and the results of such exercises.
      (4)   A summary of all amendments to the Emergency Operations Plan.
      (5)   Other information that is relevant to the City’s emergency preparedness and emergency management.
   (f)   This chapter shall not relieve any City administrative or operational agency, board, bureau, commission, department, division, office or other authority of the City of the responsibilities and authority given to it by law or ordinance, nor is it intended to adversely affect the work of any volunteer agency or organization engaged in relief in attacks, disasters or emergencies.
