155.06 RESIDENCY REQUIREMENT.
   (a)    Any person appointed to or hired to any position, either in the classified or unclassified service of the City, after the effective date of this section, shall be a resident and domiciliary of the City at the time of his appointment or hiring; or if initially appointed from an established civil service list, shall become a resident and domiciliary of the City within sixty days of such appointment; and each such person shall remain a resident and domiciliary of the City during the entire term of his office or employment in either the classified or unclassified service of the City.
   (b)    The failure of an otherwise qualified person to be a resident and domiciliary of the City at the time of his proposed appointment to or hiring to any position in the classified or unclassified service of the City after the effective date of this section shall be deemed to be an absolute disqualification of such person to such appointment or hiring; and the failure of any person to become a resident and domiciliary of the City within sixty days of an initial appointment from an established civil service list made after the effective date of this section shall be deemed just cause for the removal of such person from such appointment to the classified service. The failure of any person to or hired to any position either in the classified or unclassified service of the City, after the effective date of this section, to remain a resident and domiciliary of the City shall be deemed just cause for the removal of such person from his appointment.
   (c)    This provision shall not apply to promotions or transfers subsequent to the effective date of this section of persons appointed or hired prior to the effective date of this section; nor shall this provision apply to classified employees during their probationary period prior to final appointment.
   (d)    All members of the classified and unclassified service of the City are hereby required to maintain telephone or other suitable means of communication whereby their departmental or other superiors may communicate with them in times of emergency.
