The Water/Sewer Advisory Board shall consist of seven members who shall be selected as follows:
(a) Three members of Council who are serving during their term of office on the Water-Sewer Committee of Council.
(b) One member representing the three largest water sewer billing accounts in the City based on water and sewage use for the prior year selected by the three members of Council who are serving during their term of office on the Water-Sewer Committee of Council.
(c) Two members appointed by a majority vote of City Council, to represent residential water and sewer billing accounts in the City. The two members shall be residents of the City during their term of office.
(d) One member to be nominated by the Director of Public Safety and Service, subject to the approval of the other six members of the Water and Sewer Advisory Board for a two year period.
