Whenever conditions inside or under any building provide such extensive harborage of rats that the Health Commissioner deems it necessary to eliminate such harborage, he may require the owner, lessee, agent or custodian to install cement floors, walls and foundations in basements, to replace first or ground floors, or to correct such other interior rat harborage as may be necessary in order to facilitate the eradication of rats in a reasonable time.
