The occupant of any ratproofed or rat-stopped building is required to maintain the premises in a ratproof or rat-stopped condition and to repair all breaks or leaks that may occur in the ratproofing or rat stoppage, unless such breaks or leaks develop as the result of natural deterioration of the building. Failure to do so shall be an offense under the provisions of this chapter.
