(a) The Capital Improvement Program and Neighborhood Analysis are hereby approved and accepted by Council and are adopted as part of the Alliance General Development Plan.
(b) The Capital Improvement Program shall be updated annually by the Planning Commission and recommendations concerning the annual capital improvement budget shall be made to Council.
(c) The Neighborhood Analysis shall be periodically updated by the Planning Commission and used as a guide to urban renewal and code enforcement activities.
