There is hereby established for the City a Planning Commission, consisting of seven members, the Mayor, the Director of Safety and Service, the President of the Board of Park Commissioners and four residents of the City, who shall serve without compensation, and who shall be appointed by the Mayor for the term of six years, excepting that the terms of two of the members of the first Commission shall be for three years.
