(a) No plumbing work shall be done in the City (except in the case of repairs and replacements where the system is not moved from its current location, and when said work is being performed by the owner or agent of the property) which includes the water supply system, plumbing fixtures and traps, soil, waste and vent pipes, without a permit being first issued therefor by the Plumbing Inspector. (b) No permit required by subsection (a) hereof shall be issued until suitable plans or a description of the work to be done has been submitted to the Plumbing Inspector and has been approved by him.

(c) If the plumbing work is not begun under the approved plans within three months from the date of approval, such permit shall be deemed to have expired by limitation.
