Every retail fuel outlet within the corporate limits of the City shall keep and maintain for the use and benefit of the public, a public restroom facility consisting of not less than one toilet and one sink located within a fully enclosed and private room or space, which shall be open and available for use by members of the public during at least the same hours during which the retail fuel outlet is open for business to the public.
