This chapter shall apply to and be applicable to any retail fuel outlet located within the City. For purposes of this chapter, retail fuel outlet means any place, location, structure or other building or place where motor vehicle fuels such as gasoline and diesel fuel are offered for sale or sold to the public by means of pumps or other dispensers through which such fuels are dispensed directly into any motor vehicle.
