The owner of any abandoned building located within the City shall properly secure the building in accordance with the following listed specifications within thirty days following notice from the Building Department:
(a) The interior of the building, to include any garage, shall be made free of garbage or other noxious materials.
(b) All windows and doors on the ground floor area, including basement and garage, shall be properly secured by conventional means or in accordance with such methods as shall be prescribed by the Building Department.
(c) The grounds shall be kept free of weeds and debris and the grass shall be mowed during summer months and the public sidewalks free of snow and ice during the winter months.
(d) No junk cars shall be parked on the premises.
