1323.02 DEFINITIONS.
   The following definitions shall apply to this chapter:
      (a)    "Building Department" means the Building Department of the City.
      (b)    "Owner" means any person who, alone or jointly or severally with others, shall have the legal or equitable title to a property and shall include executors, administrators, trustees or guardians of the estate of the owner, land contract vendor and vendee, and any purchaser or assignee under a certificate of sale pursuant to a mortgage foreclosure. The term "owner" shall also include partnerships and corporations and other unincorporated associations. Any individual "owner", regardless of whether he shares ownership responsibility with other persons, any general partner of a partnership and any officer of a corporation or unincorporated association shall have direct and personal responsibility and liability for compliance with the provisions of this chapter.
      (c)    "Abandoned building" means any structure of any type which is not occupied and which the Building Department determines is not secured, is open to trespass or otherwise is not in tenantable/usable condition.
      (d)    "Secured building" means any building on which the doors, windows or other openings into the building are closed by any conventional methods used in the design of buildings or are boarded up so as to prevent access to the property by trespassers, children or other persons not authorized to be on the premises.
