(a) The owner of a designated landmark or any structure within an historic district, if such structure is vacant or inhabited, shall provide sufficient maintenance and upkeep for such structure to ensure its perpetuation and to prevent its destruction by deterioration.
(b) The Alliance Historic Preservation Commission, on its own initiative, may file a petition with the appropriate City official requesting that the City official proceed to take action against any owner who, in the opinion of the Commission, is in violation of the above section.
