1309.03 ALLIANCE HISTORIC PRESERVATION COMMISSION.
   (a)    The Alliance Historic Preservation Commission is hereby created and shall consist of five residents of the City who shall not hold any elective local office.
   (b)    Appointments to the Commission shall be by the Mayor for terms of three years, except that one original appointee shall serve for one year and two original appointees shall serve for two years.
   (c)    The Mayor shall fill all vacancies by appointment for the remainder of the term within sixty days from resignation.
   (d)    All Commission members shall have a demonstrated special interest, experience or knowledge in history, architecture or related disciplines. At least two of the members shall have the background of architect, archaeologist, landscape architect, historian, planner, realtor or a related field.
   (e)    Upon appointment, the Commission shall convene and select a chairman and vice-chairman and secretary. It shall then work to develop operating procedures.
   (f)    The Commission shall establish its schedule of meeting times and places, but shall meet at least four times a year.
   (g)    All Commission meetings shall comply with federal and state laws dealing with public meetings and for providing adequate advance notice of meetings to the public.
   (h)    Commission members shall be subject to City ordinances regarding conflict of interest and ethics as well as provisions on these subjects in the Ohio Revised Code.
   (i)    The Commission shall prepare a written report at least once a year to Council that summarizes its activities, cases, special projects and recommendations. Such reports shall be available for public inspection.
   (j)    All Commission documents and materials shall generally be available for public inspection and shall comply with federal and state "Freedom of Information" laws and policies.
