After the Building Department is satisfied that the foregoing prerequisites have been complied with and that the moving of the structure will not unduly hamper the flow of traffic, or block the streets of the City for an unreasonable length of time, or cause undue damage to the streets of the City, he shall issue the permit required by Section 1305.01.
