Pursuant to the authority vested in Council by Ohio R.C. 733.03, the Department of Public Safety and the Department of Public Service are hereby merged into one department, to be known and designated as the "Department of Public Safety and Service". The office of Director of Public Safety and the office of Director of Public Service are likewise merged into one office which shall be in charge of an officer known as the "Director of Public Safety and Service". The Department of Public Safety and Service shall be administered by the Director of Public Safety and Service.
