937.04 UNCOLLECTED GARBAGE OR REFUSE DECLARED A NUISANCE.

Fermenting, putrifying or odoriferous garbage or refuse in containers or dumped in the open is hereby declared to be a nuisance and the person responsible therefor shall be guilty of violating this section.
