The lessee shall expend ten percent (10%) of all moneys collected for fishing fees for the restocking of fish in the lake or for weed control and such other improvements to the lake as are approved by the Director of Public Safety and Service. Fishing shall be permitted every day, subject to the rules and regulations set up by the Water Works Superintendent and the Director of Public Safety and Service.
