The lessee shall occupy these premises in a careful and proper manner and shall not assign his lease or sublet any of the rights and privileges granted by his lease, excepting refreshments. He shall not permit the sale of liquor, whether spirituous, vinous, or fermented, either by wholesale or retail on these premises, or permit the possession of gambling devices under pain of forfeiting the residue of the term of the lease. If the lessee should become permanently incapacitated or unable to carry out the provisions of his lease, the same shall become null and void, and the Board of Control is hereby authorized to readvertise and relet a new lease to the highest and best bidder.
