Hunting, fishing, bathing, boating and amusement rights of the Westville Reservoir property shall be leased for a period of not more than ten nor less than five years, such lease to be issued to an individual and not to an organization or group. The owner of this lease must live at or near City property on the lake or in the immediate vicinity of the lake, or have a representative at the lake, and such owner must own, manage and operate all concessions.
