Any person desiring extension of the City water main shall pay the entire cost of such extension without refund. All cost shall be based upon a six-inch water main and, in the event that it is determined by the City Water Department that a larger main is necessary, the City shall pay any costs which exceed the cost of laying a six-inch water main.
